I am sure you already know this, but ....

Please note that in the screen image you posted, the option you show in the red box labeled "2" ("Install new updates every day at 03:00") is greyed out. That is because you have selected the option shown in red box "1" ("Check for updates but let me choose whether to download and install them"). With the option you have selected in box "1", Windows update will NOT install new updates on your computer every day at 03:00 .... Windows Update will only install updates when you tell it to do that.

I have the exact same settings.

I have never used System Restore on my computer.

I am running Windows 7.

I consistently hide updates that result in nags for me to install Windows 10 and updates that result in data about my computer being send back to Microsoft without my permission (i.e., KB2952664, KB3035583, etc.). KB2952664 is up to revision 15, and KB3035583 is up to revision 6. Each time I see any of those updates in my Important or Optional list, I hide it. Each time a new revision is released, Microsoft unhides the update and puts it back into either the Important or Optional list.

Microsoft needs to honor their customer's choice of hiding an update. If they want/need to inform customers that a hidden update is being re-issued, then they could display a pop-up with a message stating that a hidden update is being re-issued, give a brief description of the reason for re-issue, and give the user a choice of keeping the update hidden or not (with the default set to keeping the update hidden).

I cannot say if this issue (unhiding an update when it is re-issued) is affecting everyone, or just those who have previously hidden specific updates. However, there are many posts in these forums (and on other sites) from users who have experienced this issue ... especially when one chooses to hide updates that either nag one to install Windows 10 or collect and send telemetry data (about ones computer) back to Microsoft (without permission). Microsoft seems very desperate to get those "nag" and "telemetry" updates installed .... regardless of their users wishes to hide those updates.

When did you last use system restore to restore to an earlier date and time?

IMHO, it's a bug since OS doesn't work as expected:

1. I hide some updates.
2. Next month the updates are visible even if they should be hidden.

Pure bug... :-(

Let update my previous response:

In our eyes it is a bug.

In Microsoft's eyes it is intended operation so not a bug.

I'm sure the update has re-appeared after it was hidden. I have completely stopped Windows updates after Microsoft's first disturbance on Windows 10 (see the unwanted icon it SysTray in W7) & I've also hid all unwanted (spying) updates.

Today I went to Windows Update for the first time since I hid & stopped the updates. All hidden updates were back!!!

P.S. Please, excuse me for my poor English.

Not sure this is relevant, but I just checked manually for updates.  That's the way I'm doing it now--no automatic anything.  KB3035583 appeared in the list of available updates once again but the box was unchecked, reflecting the fact that I have previously opted to hide this update.
