I have to say that I don't see much difference between never and let me choose. If the users of never check the accummulated updates regularly, it amounts to the same thing as let me choose. In both cases you are filtering out what you don't want.
The question is whether let me choose lets some through with the possibility to filter. I haven't seen that yet. I have however seen KB3035583 unhide itself after an update that very conveniently reset the Windows Update settings when I had it on let me choose (I think).
Last October, I worked on a friend's Win7 and the setting "let me choose" did not prevent the downloads. She had a friend that had Win8.1 and she had the Win10 downloaded unwanted by the way. On my own Win7, the Win10 did not download, but I received the icon in my sys. tray.
Another friend has Win7 and they got the full blown Win10 of 5-6GB and I gave them Canadian Tech's instructions to solve the issue.
Setting Win Updates to Never is the only way.
