This is an out-of-box experience (OOBE) issue with Microsoft Windows 10, and the fact that Microsoft Solitaire Collection is a part of the Xbox brand is completely irrelevant to this issue. You (Microsoft) are doing nothing short of harming the Xbox brand by having this new adware solitaire as part of the Windows OOBE, and you are doing nothing short of harming the Windows brand by punting support for a Windows OOBE application to a non-Windows department.
This issue is on par with your inclusion of Candy Crush in the insider preview OOBEs in terms of severity of reception.
These are the solutions I think you can do:
- Remove all advertisements from Microsoft Solitaire Collection, doing away with the need for a premium subscription to remove the ads, and ensure the ad-free app is pushed to all genuine Windows 10 systems, including those without a Microsoft Account. (Recommended)
- Port the Windows 7 games collection to Windows 10 and make it available as a built-in Windows feature, optional or otherwise.
- Port the games from Windows XP to Windows 10 and make them available the same way.
- Do as you did for Windows 8 and Windows 8.1: Remove all games from new Windows 10 installations. (Not recommended)
