I'm having a similar situation where groove music will not re-scan for music. All I've found is adding a folder to the "Watched" list. I've even added some of the tracks to the already watched lists. Still nothing. Is there no "Rescan" button?
Groove Music not finding local files
On my desktop, Groove music is not finding any of my local music files that I have in the folders I have added (mostly my existing iTunes folders). I've tried resetting the app but still no luck. Grabbing my OneDrive files with no problem.
Any thoughts?

2015-08-02T05:51:37+00:00 OK figured it out, you have to right click your music folder and change uncheck the box "read only". This should make it work!

2016-12-07T23:18:00+00:00 I found a way to fix it. Open Windows Media Player and there you can see the songs are getting refreshed. Next open the Groove app and the refresh will happen now like a magic. I recommend they add a Rescan/Refresh button to the Groove app.

2015-08-05T00:14:54+00:00 I had the same problem. I went to the folder where the music is, and clicked on the properties tab. Then went to the Sharing tab. Once I enabled the sharing feature, all my music showed up. Hope this helps.

2015-07-31T21:55:12+00:00 It seems mine is also not updating new additions in local folders. Ive put the music files in several places including the cloud and groove is not recognizing them no matter where i put them, including the places it says its looking. i feel like a 'refresh the list' button would be helpful.
-also tried hitting the reset under settings, it did nothing.
