Download KB3035583 without using Windows Update?

Back in April, when the round of updates came out to implement the Windows 10 update scheme, I didn't let them install and hid them. Now I'm curious to see how it all works, so I went to unhide and update again. All of the updates that I'd hidden were there, except 3035583 - it seems to have vanished!

I went to the KB site, but it seems the only way it is available is through WU. Is there a standalone file I can download? Might it still be on my system somewhere? Or is there some way I can cajole WU to find it again?

Thanks a whole lot.  The machine running win7 Pro went wonky and had to do a repair and as a result the update I imagine went into cyberspace and of course MS Support was of no help and wanted to charge me for their assistance, so I fixed it myself like I've always done since Microsoft windows 3.0.

Your help is much appreciated.

    Tried the download and it said it was not applicable to my computer. Not sure another windows version is worth the grief of trying to get this one.

    I tried to run this and it just said "The update is not applicable to your computer" I have a legit version of windows 8.1 64 bit. Do I need a different update? Also I'm not sure if it matters but I reserved my copy and it was ready to install but my pc was running really slow so I decided to do a system refresh first before installing, now the app has gone, I have reinstalled all updates that were available and re-upgraded to windows 8.1 but I'm not getting anything now.

    The KB3035583 updates have been quietly revised in July 2015.

    Here's the updated one for Win7 SP1 x64 (link retrieved from the WindowsUpdate.log file on one of my Win7 PCs):

    Remove/uninstall the "old" versions of KB3035583, restart computer and install the revised July 2015 editions of KB3035583.

    FWIW, I was able to uninstall the old version via control panel, install the new version from the link you provided, and the Get Windows 10 App showed almost immediately without any reboots.  Old version was clearly the problem since the GW10Appdiagnostic.diagcab for the Get Window 10 App was saying this was not installed.

    MSFT failed to make the new version update the old version, and the old version will give the Error of not installed by the GW10Appdiagnostic.diagcab for the Get Window 10 App.

    So even though it was listed in control panel, did not show on windows update, and passed the checks on https://support.microsoft.com/en-us/kb/3081048 it would still fail the Get Windows 10 App check and GW10Appdiagnostic.diagcab would not see it installed and would not fix/update it.

    Further MSFT's own support article doesn't mention their updating the package.  Incomptence in the extreme to make a new version of a package, give it the same exact designation, but be different files, and then not even document that themselves.  Some laws might even take issue with such a tactic and the issues caused.  Anyone whom had to contact and pay an MSFT support fee for certain would have case to get their money (and compensation for time and effort) back.

    MSFT should pay you for solving their issues created by their poor practices, and bad packaging and release policies.
