You are absolutely correct. The issue with nonfunctioning keyboards and mouse at logon is due to a major conflict between Kaspersky and Win10 on somewhat older machines (a few years old). I just spoke with Kaspersky and they are getting a huge volume of calls with people experiencing all the issues reported in this thread. 

There is hope for anyone still pulling their hair out. Follow the steps at the thread below "exactly". I'm writing this to you from a computer that had been frozen at the logon screen for 4 days so I know it works.

If you have Kaspersky on a Win7 computer, DO NOT UPGRADE TO WIN10. If you have a computer with Win7 and Kaspersky and its working fine, just leave it alone. If you are locked out of your computer after upgrading to Win10 or downgrading from Win10 to Win7, you will need to remove Kaspersky using the directions below. Call Kaspersky tech line (its available at their website based on where you're calling from) if you need assistance. You will get a live person.

For the love of GOD Microsoft ADDRESS THIS **** ISSUE!

The software for this device has been blocked from starting because it is known to have problems with Windows. Contact the hardware vendor for a new driver. (Code 48)

HOW CAN WE UPDATE OUR USB WHEN IT WORKED FINE JUST AFTER UPDATING TO WINDOWS 10.  ONLY AFTER THE FIRST RESTART DOES IT ADOPT THIS BUG AND PREVENT """A N Y """ USB FROM WORKING!!!!

My Vendor, GIGABYTE says its a WINDOWS 10 BUG and NOT related to issue with their drivers or boards!

Windows 10 did a force update while I was away. That is too say without any permissions or authorization, windows 10 upgraded my primary system without my knowledge. Upon my return home I discovered this and was stunned. Microsoft is so determined to get people to update that they now push it without permissions.  I guess you have to tell the system to NOT upgrade within a limited period of time or else it takes no response as an affirmative to upgrade.  THAT IS REPUGNANT to say the least Microsoft.

Now I am forced to try and sort out this nightmare because I cannot restore from backups because I CANNOT ACCESS the options!!

I can only run one device at a time on the single universal PS2 port.  That means I can only navigate by ps2 keyboard. When I swap to an adapted USB to PS2 mouse, I get nothing.  I have to boot the system with the mouse hooked up and then, I can't type my password in or issue any functions at all.  SIGH!!

I wouldn't be so pissed if I had authorized the update but I didn't.  The update just installed without any permissions. 

If my recover SSD (mirrored OS) doesn't work, I pray to God I find a lawyer brave enough to file a class action against MS for damages.  At bare minimum, the WA AGO might be interested in such consumer protection lawsuit.

FIX THIS ISSUE MICROSFT!

It seems to me most people are seeking what software or hardware Windows 10 does not like and trying to adjust the 3rd party item. This is CLEARLY a Microsoft problem and for IT to solve and quickly.

In my case I did clean install on a home built around an Asus P8Z68-V PRO/GEN3 Motherboard. Gigabyte GTX460 and Intel Core i7 2600K CPU.  Major Software Avast Free Antivirus and MS's own Firewall.

FACTS:

1. I did a full CLEAN install of Windows 10 Pro (x64) First RELEASE Build 10240 (previously used Win 7 Ultimate (x64)
2. Although I had many initial issues do to that less than perfect build my USB MS Wired Keyboard 600 and accompanying USB MS Basic Optical Mouse V2.0  (both plugged into Motherboard's back USB2.0 slots) ALWAYS WORKED and NEVER failed to be active at logon. NEVER disabled during a session.
3. After MS updated with it major Upgrade to Ver 1511 Build 10586.3 (TH2) I started occasionally (1 in 10 maybe) (which now seems more frequent  1 in 4 or 5) with current Build 10586.29) to find the keyboard and mouse disabled at Logo.  PLEASE NOTE these NEVER disable after a successful Logon during a session. Only issue is at logon. IF enabled at logon I am OK until at least the next logon.  
4. I have NO Kaspersky products installed and never have. I nevertheless checked my registry for the known Kaspersky entries. As expected They were not there.
5. My System is HIGHLY STABLE I usually at logon (19 out 20) get NO Windows Event Viewer Errors or Warning or just 1 irrelevant warning  (that I have not been able to resolve) "e1iexpress ID Code 27**"** The Network works perfectly and this warning (if it occurs at logon) never appears again during a session (only at logon if at all)
6. I note when my PC is booting up the Num lock keys comes on at the beginning and the usual beeps are heard. Before getting to the logon screen I see the usual Windows clockwise turning dots for a few seconds and the keyboard Num Lock led (AS USUAL) turns off. 

NORMALLY and MOST times The Keyboard Num Lock Light switches back as the Logon screen appears (or momentarily before. And the cursor is moved to the Password input field (NOTE: I have disabled the Windows 10 Lock Screen from appearing as I do not need it). The Default Mouse cursor also appears at the same time (will be replaced a few second after logon with my chosen Cursor theme).

OCCASIONALLY:  The Keyboard Num Lock Light DOES NOT switch back as the Logon screen appears and the Mouse cursor is also not there. The cursor did move to the Password input field but with a disabled Keyboard and Mouse there is nothing I can do but a Soft (or hard) power off reboot. 

When I need to do a Soft reboot (SO FAR) the Keyboard and Mouse have always been active when I reached the logon screen again. I have noted however that Windows start-up process takes longer (maybe no Windows 10 "fast start-up" process when soft or hard rebooting I do not know I am not an expert).

IF I was making a semi-educated guess I would wonder if these issues are related to Windows 10 Fast Start-up. (I have not tested  over a period with fast start-up disabled). HOWEVER PLEASE NOTE I had NO disabled Keyboard & Mouse at Logon issues EVER with either WIN 7 OR more importantly Windows 10 1st Release Build 10240.

Obviously MS have changed something for the worse in relation to this issue with Build 10586.

I appreciate others here have had issues with even 10240 but as my issues are only related to logon time and Build 10586 this may be a big clue in tracking down the MS created issue.

I agree with others that disabling USB3.0 (even it that works for some is a ludicrous backwards step and why would anybody wish to switch off "fast start-up" as a work around. It is not for the User to disable Hardware and windows 10 features just to make Windows work (in a feature restricted mode) it is for MS to get on with finding the issue and resolving.

OH I forgot to say for the Experts YES I have run:

1. Sfc /scannow
2. DISM.exe /Online /Cleanup-image /Scanhealth
3. Run Dism /Online /Cleanup-Image /CheckHealth
4. Run Dism /Online /Cleanup-Image /RestoreHealth

**** and they ALL report a clean bill of health and NO ISSUES.

I have the exact same board and had a similar problem when I upgraded from Windows 7 to Windows 10.  In my case, it turned out to be the Asus AiChargerPlus, part of the the Asus AITools, which was causing the problem.  The AiChargerPlus driver interferes with the Windows-10 USB drivers, causing all kinds of issues with USB, including preventing the keyboard from working.  Uninstall the AiChargerPlus tool, and your USB devices should start working normally.
