Update not needed error when trying to update to Internet Explorer 11.

cause of this

i did Trouble shoot to win update & then went to sleep, today when i woke & did my things & booted PC & open Problem reports i see new report about it, i get this update sins Dec 3 awry day & from this picture u see i have 51 of this report

new to the issue, i made Troubleshoot after i so this 51 report to, latest report, same it find a issue & fixes it, well it say's it fixed it, but i did it 5 times & same TXT on fix report:

that same TXT awry time i do Troubleshoot on win update, that's why i ask, is Is Windows Troubleshooter broken?

but the thing is i always seem to get windows updates when new come out, despite what the error says & troubleshooter say's

Problem Reports never bother me with this reports, it does it silently, with out notifying me (its been like this sins first boot), but i have a habit looking in problem reports time to time, so that's how i noticed that error

also i'm curious about this

is it a important process? & what process is it, what it does,

can it be connected with help MC make windows better wsqmcons.exe process? i declined when it asked that when i booted PC first time, but its known to have glitch where it still works despite that u decline it, so it works time to time, how often dunno, cause it works short time & not awry time i boot PC & i don't keep my nose in Taskmanager 24/7 :D, & as i understand wsqmcons.exe is that process help MC make windows better sys

This happened after i did Troubleshooting at my internet connection at 16 Dec, cause all pages visited looked like when there is no connection, but connection icon showed connection, even connection settings showed connection

i guess it was cause Troubleshooting did not find any problems, just figured i mention this, in case its important, but later, i think after 10min i was able to visit web pages again

& don't tell me to do clean boot, i leave this to PC experts, Win 8 some stuff is to Alien to me, i will mess something up

& here is one issue that has happened one time, only read the first post, also i mention this in case its important to this issue at hand

i also have question about com surrogate, sometimes when i open Taskmanager i see 2 or 3 running & after few Sec they disappear, & there are day's when 1 runs hole day, as long PC is running, is it normal (the hole thing 3 running at short time & one somtimes as long PC is running) or does it mean there is issue with some other process?, i have been reading about com surrogate, but none of the pages answer my question, but that much i understand part of com surrogate is handling crashes, but nothing seem to have crashed, despite that 1 is running, or is it just stuck on Taskmanager & showing that its running when its not? 

when one is running hole day then sometimes i see 2 for few sec (with one running hole day it makes 3), my point it never has gone over 3 com surrogate processes, under detail that 1 com surrogate/dllhost.exe runs under my user name, when i Check file location it is Win Sys32

today i see second report about Diagnostic Troubleshooting Wizard same as in the pictures, the mane picture with all reports & the second about Diagnostic Troubleshooting Wizard details, maybe its cause it was unsolved & when i delete the report it wont search issues about it any longer? it mite have been 1 time thing, but cause of 1 report of it remained it continues searching for issue & wont find & creates more reports?

this time Diagnostic Troubleshooting Wizard is bit different last time it said Microsoft Windows.NetworkDiagnostics.1.0 not Microsoft Corporation.WindowsUpdateDiagnostic.5.0, could it be cause of IE flash, i mean it mite be connected? did not know that same Wizard does update scan to & automatically

is it possible that after using this link www.adobe.com/software/flash/about/ PC activated Diagnostic Troubleshooting Wizard & that detected that something is wrong?

also when GeForce Experience gave update notification, it downloaded with out problem, i clicked on express install, after preparation for install was done it seemed like nothing happens more so i clicked on express install again, no idea did it just think longer or it stopped, but after that it continued where it left off, failed or not, that could have cause this error to about Microsoft Corporation.WindowsUpdateDiagnostic.5.0? or not?

in old PC in Win7 i did not have that type of issues, seems what meany say is correct, win 8 is broken

same time was Microsoft Corporation.WindowsUpdateDiagnostic.5.0 report, the newest Diagnostic Troubleshooting Wizard report, but picture shows it was completed, so whats that error about?

also if something was not installed then Geforce experience would notify me? & give its own error? what i mean is, is that the timing is coincidence?

nvidia physx version 9.14.0702, its only thing that was not updated, when looking at add & remove programs

seems its not always shown in add & remove programs, i mean the update part, when i downloaded the drivers & change the exe in to zip & looked inside i so same version of physx, but end of install it also said new physx software available, does physx has more software then just drivers? like programs?

i know its not invidia forum, but i write all down just in case

also flash update came right after invidia, if PC gets flash update then it tries to update IE flash plugin to? that would also explain the error? like just few sec after invidia Flash updated to, maybe that's the reason i had to click on express install on invidia second time? i mean flash update interrupted invidia update & i with clicking second time on express install interrupted IE flash plugin install cause timing was like this, flash finished & started updating IE flash plugin, but at the same time i started invidia install again & so IE plugin update was cancelled cause of that?

this time seems no update, Flash 16,0,0,257 installed

this picture i just took, well i don't understand this, but does that blue number mean that update is available & it has not updated & that's why Flash is 1 version behind as well?

1 simple question about dust & PC heat, i have a program that shows me heat, HWMonitor_x64, can i use heat to monitor how much dust i have inside? like if PC is hotter then it was 4 month ago then it is bit dusty?

BDW are this numbers normal & i don't mean just Temperature
