I agree with Nekked Runner .

Not a good response as I too had the same basic question;

  1. I have a fresh install of WIn7 and running Comodo CIS Anti-Virus that detected this application.
  2. My question too was what does CompatTelRunner do?
  3. My concern is if this is an absolutlety necessary thing or can I shut it down or worse is an infected file?
  4. After repeated questioning it was finally admitted that it is a program that while desireable for those interested in upgrading would not be needed by some people as myself.
  5. From what I gather reading between lines of the respondant is that it is neither necessary nor will there be any negative impact to me by not allowing to to run except that maybe my computer and OS run better without it using resources.

So my solution was to tell Comodo CIS to just block and terminate this application every time it attempts to run. 

I did not have time yet to go though checking the services running to see if it can just be disabled there or if I need to search the registry manually but before going that far I think I may let Revo Unistaller have a go at it.

That is the compatibility update for win 7 RTM.  Care to tell us more about the problem?

    I'm also getting a slightly less serious version of this problem. Every time Windows 10 starts up, my disk is hammered for about ten minutes solid. Task manager and resource monitor show that the culprit is CompatTelRunner.exe, and that while it is apparently scanning my hard drive, it is also transmitting a large volume of information over the internet, presumably to MicroSoft.

    It's interesting that this thread appears to have petered out in 2015 with no definitive answer as to WHY this behaviour is happening. So I would like to ask some specific questions, to which I would like specific answers:

    (1) What is the purpose of CompatTelRunner.exe? A previous post stated briefly that "That is the compatibility update for win 7 RTM." This is obviously somewhat inaccurate, seeing as I have never run Windows 7. What precisely is it doing?

    (2) Why is it scanning so many files on my hard disk?

    (3) Why is it apparently transmitting so much data over my internet connection?

    (4) What data is it transmitting?

    (5) Who is it transmitting the data to?

    (6) If this process is not 100% necessary for my (the user/customer's) benefit, how can I safely stop CompatTelRunner.exe from starting, so that my PC is reasonably responsive after bootup?

    I get the paranoid feeling that probably I'm not going to get any real answers to these questions. I get the feeling that this process is another one of Microsoft's spywares, and that the company will do nothing to inform users about it, nor help them avoid its detrimental effects, both to the performance of their PCs, and their privacy.

    Someone at Microsoft please prove me wrong and show that my paranoia is unjustified!  ;-)

    Ill be blunt... The trolls from Microsoft wont answer you... Last thing they did is to take this thread, originally with the Windows 10 label, and they deliberately mislabeled it to "Windows 7 update label" so they could place it out of sight. Also, if you go back in the first posts, you'll see the Microsoft trolls first trying to paternalize the users, and then stopping contact all together...

    I'm having a very similar issue with updated drivers which introduced bugs on my aging mother PC (Widows will always replace the manufacturer's functional drivers by MS flawed ones) and also with my network printer that stoped working after latest update, or the Command Prompt (Admind) shortcut that is now gone, though it was the most useful built-in shortcut... And, for **** sake, I'm a recovering compulsive gambler, and one of the update installed "Ceasars Free Slot Casino" without my consent!!! Will they deliver booze to AA members???

    Microsoft just hide the "complaints" threads, trying to make Windows 10 look good and flawless while it's actually one of the worst OS in years...

    I noticed that it appeared after I installed either HP-CoolSense or Open Hardware Monitor but then it dropped out of the top 5 on my gadget Top Processes Monitor.
