I am having the exact same issue and have the exact same frustration - years of metadata are suddenly useless without Photo Gallery. Did you ever find a solution?
Photo Gallery and Windows 10
Have any users - who use Photo Gallery (part of Windows Essentials 2012), preferably on Win 7 - upgraded to Win 10? Have you checked out whether Photo Gallery, including all the tags you've attached to your media, continues to operate seamlessly on your machine after the Win 10 Upgrade. Any problems at all?
How about Movie Maker? I note Microsoft provides contradictory information about compatibility of Movie Maker and Window 10 - see the following:

So unless you installed it yourself you are most likely referring to the Windows 10 "Photos" app, that is included with windows 10. That application is not a good piece of software – I agree to that – it doesn't have what I need for a proper photo archive; for one thing it doesn't support tags. But this thread is about running "Windows Photo gallery" on Win10... so you might be at the wrong place, if you mistook the Windows 10 Photo app for the older Photo gallery.
With some adjustments and after much work/research to get "Photo Gallery 2012" running, I must say I really like Windows 10. A nice and fast system, but I've seen a couple of hiccups: You have to make sure to select "RESTART" if the computer seems to behave strangely (slow, and / or with popup messages at startup about group membership cannot be reached – or something like that). The "restart" option often fixes this, since the slowness often is due to a more or less hidden "windows update" that can't complete, and won't complete with a normal ("fast") shut down, but will do so after a real restart (not "shut down" / "Start", but the single selection "RESTART"). The other way to fix similar problems is to disable "fast startup", do a restart and then re-enable "fast startup"). I like the Photo Gallery version from about 2009 (which actually runs perfectly on Windows 7) the best, since the views for tools and previews are better distributed for a normal single screen or wide screen than in version 2012 Photo gallery.

2016-09-12T20:03:46+00:00 It doesn't work for me either. I bought a new hp laptop with Windows 10 and I am very, very disappointed.
Nothing about the computer is intuitive really. It's especially awkward and frustrating for some one who needs to share a lot of photos, maps, pdfs, jpeg type files...MAC makes it so easy. My 5 year old phone does a better job of opening and sharing files and photos....
I can send the same photo, the same way twice. And one time it can be viewed and the next time it has to be saved to desk top FIRST and then viewed.
Don't get me started on the general mess the entire email system is...yikes. Windows VISTA was better !

2016-04-09T16:33:37+00:00 I actually love Windows 10, EXCEPT it is nothing but trouble. I've had to do a system recovery at least 4 times, and that just isn't right. Also talked to an HP tech and he said the problems people are having are with UPGRADING to Windows 10 rather than purchasing the discs. So I may be purchasing the disc at some point. I run a small website business and Windows 10 has a lot to offer, once you figure it out, but it is a pain to keep running.
