You are almost correct about it.
Red Alert 2 and its expansion (Yuri revenge) has a digital "freeware" version in oficial server: xwis.net.
These versions work properly in Windows 7 and Windows 8.1 with ddraw.dll (but no alt+tab function).
(Windows 10)
Also, in the Origin version the game works very well because Origin Launcher execute the file called game.exe (not ra2.exe). BUT when the game start (multiplayer or single player) there is a laggy peformance (little freeze flow).
If we use the ddraw.dll (1 file) the game launches fine but we have lag in transition of menu. if we use the ddraw (4 files) the game (Origin version or whatever version) the main menu still freeze.
Again and here it is the sumary issues:
Windows 10
Red Alert 2 - execute game.exe (any version - Origin, Xwis so forth) - game works but there is lag peformance (in game)
Red Alert 2 - execute Ra2.exe - game doesnt work at all. Ddraw w/ 4 files - main menu freeze
Wine3d - laggy peformance
*Only works w/ ddraw w/ 1 file - consequence: lag in menu transition.

Red alert 2 has no digital version as far as im aware, but theres a freeware version of C&C Tiberian sun which has problems with framerate and invisible menus:

I have the box set of C&C including Red Alter 2 in Origin. Games work ok.
