I got the same error, tried all the suggested methods (except the refresh), but apparently the root cause might be something different. The relevant CBS.log lines are as follows:

I tried executing the command in question manually, which produced crash log I've uploaded. Actually, there are almost ten separate instances of netcfg crashing.
