Missing Network Settings - "Find Devices and Content"

Windows 8.1 -Under all my various network adapters there is no  "Find Devices and Content" box.

I've tried various fixes. Changing homegroup etc. Nothing work.

Please provide some guidance

I am not sure if everyone is checking at the right place if they are connected to domain network and they have 8.1 because only 8.1 has this option. Windows 8 has a different way to share devices and content.

I have been using Windows since forever and have used Apple too, so switching to Mac / Apple is not going to help. Its just another OS with the same fundamentals. Go figure it out in a Apple store if you want a demo.

    am using an administrator account.

    Did you notice my finding that there is a difference between using the owner account and another administrator account?

    I only have one account. It says:

      Local Account

      Administrator

    Wth is wrong the the Microsoft people replying.  Why don't they actually read what the problem is.

    I am NOT on a domain

    I am NOT on  work laptop

    I am using an administrator account

    I am NOT using Chromecast

    My computer is missing "Find Devices and Content" switch as well.  I want to know why it's not there.  Yes, i know where to find it.  My other two pc's have it, but this one does not. 

    What can I say but "hear hear".

    I managed to solve my problem thanks to a post with a workaround  in this thread for my specific problem, but I still don't have "Find Devices and Content". And I am NOT on a domain, NOT on a work laptop and I am using an administrator account.
