How to disable top bar for closing apps in windows 8.1 update 1?

Alright but, since it cannot be disabled, here is my question or I put this to you.  IF it was disabled or could be then, obviously, it would not be seen, would not be there to be "in the way and block controls".

Yet, whenever I open an APP, doesn't matter browser or any APP, the Exit Bar is there, for a moment, and then it disappears up into the top edge of the screen.  There is no sign of it until & unless I poke the top edge of the screen to make it reappear to be used.  For myself, I don't usually bother w/ it since I can just click the @ the top-left corner to have the APP leave the screen... quick, easy & I don't have to bring the Bar out & go precisely on the - or the x to minimise or close the APP.  That said, I am missing how that is not good enough to have it out of the way whilst using an APP, w/out needing to actually disable it.

Honestly, I don't quite get why it was added but, I, also, don't quite get how it is an interference when & since or after it disappears. Understand I'm not arguing, just something must be eluding me.

Thanks Drew but I do not want to need to **"****precisely"**navigate to my controls and or tabs that are located along the top edge of the screen. just bumping the edge brings that app bar to the front and I do not want or needit. If you do not use it or mind it good for you, but I am looking for an answer for the **way I want to use my machine not for you!**I hope you understand now and thanks for putting in your two cents but you are not helping answer the question at all but thanks!

Ok, I was just trying to get you, for my enlightenment & understanding, to nicely explain the bother it is when & since it disappears.  Plus, seems you misunderstood what I said regarding the precise part.  I said one can be less precise by just clicking in the other corner than looking for the 'x'.

But, ok, here's the direct, to the point answer... the Exit Bar cannot be disabled.

BTW I am sure the app bar can be disabled even if you have to tweak the code or system registry I am very sure there is a way! Now I just need to find the guy or gal that knows how, you obviously don't have a clue! they are out there somewhere!! But thanks again!!  Scott

You just sound too arrogant to understand someone's experience. I have a yoga which also has a touchscreen. But I find myself using the mouse most of the time because the modern interface is super mouse friendly. People complained because they probably need time to get used to it not that the interface was difficult to navigate to using a mouse. 

The black bar interrupts the clean interface, conflicts with apps that rely on using that area. Fine! Provide if people need some thing like that. But don't impose something as hideous and roughly designed as that on all windows users without an option to disable it. That is all everyone here is asking for, only if you can spare your mind from being arrogant.
