I have the same issue. STuck at 11% fragmented. Microsoft wanted to charge me and said my system was out of warranty. Just upgraded (?) my new ASUS Laptop to Windows 8.1 a month ago or so.

Norton 360 says I need to optimize my C drive.
When I try - It does not complete the process.
Remains 12% fragmented.
Any suggestions on how to fix this.
Worked fine initially when Windows 8.1 and Norton 360 was installed.
Has been a problem for about a week.

2014-03-13T13:47:31+00:00 After completing defrag c: -a -v from an administrative command prompt, I get the result that I should defrag the C drive, which I can't do.

BUT . . . months ago I gave up waiting for a Microsoft solution. Purchased O&O defrag.
