Cannot defrag my computer since installing Windows 8.1?

Norton 360 says I need to optimize my C drive.
When I try - It does not complete the process.
Remains 12% fragmented.
Any suggestions on how to fix this.
Worked fine initially when Windows 8.1 and Norton 360 was installed.
Has been a problem for about a week.

2014-03-15T20:02:16+00:00 There is some mention in this long post that running any Defrag actual causes the built in Windows Defrag to start working correctly. Therefor if we can get one type of Defrag to work it "might" fix the problem with the Windows Defrag and allow for its' normal running. Of course it might not work but a Forum is a good place to suggest possible solutions like this rather than keeping it to ones self.
