We have issued a fix to address most of the “mouse lag” issues associated with gaming in Windows 8.1, which vary based on the game, input methods used, etc. More details on the issue and available resolutions are available via KB 2908279, and affected customers can go to the Microsoft Download Center to install the update

as you can see this isnt a isolated issue and needs fixing asap. especially with many big titles just coming in the next few weeks on pc !
how can this be sent higher up so this issue is resolved ? thanks.

It would be very not like MSFT to ignore something like this. I am sure someone is looking at the issue; whether it is fixed or not yet, am sure it will still have to be tested and then submitted.
For example I have a Rat 7 and a few Razer mice and have not seen the issue.
It would help to know what mouse you are using and on what game? Some more system information and software you are using for your mouse as well... this might make it easier to help you troubleshoot it while MSFT submits a fix for this.

2013-10-23T20:25:36+00:00 After doing some testing in CSGO (I did a fresh reinstall and it's currently the only installed game I have). I'm rather baffled at how severe the issue is.
m_rawinput 1 (enabling rawinput through the game's console) ---> OK
m_rawinput 0 (disabling rawinput through the game's console) ---> NOK
Without rawinput I get massive amounts of negative acceleration (yes I'm aware that WM_MOUSEMOVE/GetCursorPos can already cause this, but the values used were OK in this aspect PRE win 8.1) and sometimes a weird spike of positive acceleration. This is with both "Enhance Pointer Precision" ticked on/off.
Please be adviced that most gamers prefer "Enhance Pointer Precision" ticked off (linear acceleration curve).
Hardware used to test:
Core i7 2600k
Gigabyte P67-UD4 b3
Corsair 8GB Vengeance 1600 Mhz
Samsung 840 Pro 512GB
Mice: Zowie FK, tested on both 2300 and 1150 dpi
Razer Deathadder Black Edition, tested on 900 and 1800 dpi
Steelseries Sensei, tested on a wide variety of dpi's (can be set in steps of 90)
CSGO was also not reinstalled, my games are on a steam library on a different partition, nor did CSGO receive any update or change (usually happens on thursdays for me).
The workaround (compatibility mode) did not solve the issue either.
I'm pretty sure they overlooked something when they implemented this:
From Mark Cranness blog:
"In Windows 7, mouse pointer movement is scaled according to DPI. For a given on-mouse-pad mouse movement, larger DPI settings cause larger on-screen pointer movement.
An internal calculation includes a factor '* DPI'."

Considering from what I have seen in CSGO this issue is rather severe. Thank god CSGO has rawinput, because any game that doesn't have rawinput is currently severely impaired.
