We have issued a fix to address most of the “mouse lag” issues associated with gaming in Windows 8.1, which vary based on the game, input methods used, etc. More details on the issue and available resolutions are available via KB 2908279, and affected customers can go to the Microsoft Download Center to install the update

2013-10-26T15:06:14+00:00 It's likely we will have to wait until this problem gets more publicity, luckily there are alot of high profile games coming out very soon e.g. BF4, COD etc. However COD Ghosts will give this problem much more publicity as there is not likely to be a raw input option in Ghosts (No COD has had a Raw Input option IIRC) and it does not use Raw input by default.
Until this problem I will stay on Windows 8. Everything after Windows 7 (Atleast on the OS side) has been a sham from Microsoft. It's problems like this that will drive gamers away and likely to SteamOS (Once their main problem of lack of AAA titles is resolved, The fact it's Valve and more importantly their content delivery system Steam tells me this problem will not last for long).

2013-10-26T14:40:33+00:00 What he means, is that if you get a gaming mouse, most of the time there is application software to perform the functionalities of the mouse that make it differ from a standard mouse. However, if you get a driverless mouse. That means that it is plug and play. It's the ideal mouse to have for anything. It started as a LAN tournament thing but I think that it's popularity is slowly making it's way around to other users for it's simplicity.
When you think about it, the driver is on the mouse that allows you to perform functions such as sensitivity changes, polling rate changes, dpi changes, and macro changes(and many more functions depending on what your needs are). I'd like to point out though that it still has to hook the operating system mouse driver which is why most of us have a problem. There's another issue to with dpi display scaling but I'll leave that to the experts to explain.

2013-10-25T17:58:34+00:00 On a sidenote, people also report refreshrate being locked to 200Hz, even when setting it to 1000 or 500 in their mousedrivers.
Did they say what kind of mouse they're using?
Well as I've said before I'm using a CM Storm Reaper and a Corsair Vengeance M65, both of which are set to run at 1000Hz but in Windows 8.1 are limited to 200Hz, at least that's what I get using the software by Mark C
My main mouse is a Zowie FK, driverless, so it's not a driver related issue either.
You can change dpi on the Zowie mice by holding certain button combinations when plugging it into the USB port.
