We have issued a fix to address most of the “mouse lag” issues associated with gaming in Windows 8.1, which vary based on the game, input methods used, etc. More details on the issue and available resolutions are available via KB 2908279, and affected customers can go to the Microsoft Download Center to install the update

as you can see this isnt a isolated issue and needs fixing asap. especially with many big titles just coming in the next few weeks on pc !
how can this be sent higher up so this issue is resolved ? thanks.

2013-11-04T00:32:46+00:00 Just wanted to add my frustration and blame on Microsoft too, this time for a $10 original MS wireless mouse, the Microsoft Wireless Mobile Mouse 1000. It shows the same lag/jumping behavior under 8.1 on my laptop, just like my Logitech G400 on my desktop.

2013-10-31T22:25:40+00:00 A note on MouseMovementRecorder.exe : Unless it is in NoCatchup mode (press 'C' key to change catch-up mode), it calls NtSetTimerResolution() to change the system clock to the highest possible resolution.
This means timing of things may be affected while MouseMovementRecorder is running, in particular MouseRate.exe (can) shows a higher mouse polling rate while MouseMovementRecorder is running and a lower polling rate otherwise.
Best not to have MouseMovementRecorder running while analysing the behaviour of another program or game.

2013-10-31T20:29:34+00:00 CSGO without rawinput (valve's rawinput implementation feels weird and smoothed so some people prefer it off) also had weird sudden jumps for me.
Especially when trying to turn 180 turns doing quick flicks.
This was with EPP ticked off.

true :(
That's because World of Warcraft has a different issue. There's no mouse lag in WoW in Windows 8.1: Instead, every X seconds or so the game behaves as though someone froze time (so that you couldn't notice time passing) turned your character to face a random direction including the angle (up or down) that you're looking at, and then unpaused time.
This used to happen about once a day in Windows 8 and I think even Windows 7. But in Windows 8.1 RTM it happens every 30 seconds or so, and it seems to be related to clicking the mouse. There are plenty of youtube videos of it happening, look at my earlier post in this thread which included the link to the WoW forums support thread. The videos are linked to from there. Also if you haven't already you should go post your dxdiag information, Blizzard is collecting it and trying to learn more about the problem.
