Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    I have done everything to fix this issue, defragged Registry, HDD, turned all my apps off from startup.

    For some reason, during the Windows Icon Black Screen, there is a lot of calculation going on that simply was not there before.

    Not I am back to Windows 7 performance, and it is NOT ACCEPTABLE.

    Same issues here. Windows 8 on this brand new SSD was incredibly snappy with quick start-up and shut down. Now it's 20-30 seconds on the rotating dots with 8.1 . I remember Win8 would be 2-3 seconds and then Login screen. What gives? What on Earth did they break?!

    i7 2600k

    ASUS P8P68-V/Gen3

    12GB RAM 1600Mhz Cas9

    Samsung 840 EVO 120GB

    countless other HDDs totalling 3TB

    I'm having the same issues on my system. Start up takes much, much longer than it did in Windows 8.

    I'm using a:

    HP Dv6t 6100

    6770m

    Core i5 2410m

    6GB of RAM

    Use Windows Autoruns to see what's starting/running at start up.

    Same issue after upgrading windows 8 to 8.1 booting and shutting down very slow, before was couple seconds.

    First day after upgrade was running good, today is very bad.

    Also clean the windows  old files, is that makes any difference?

    MSI GE70, I7 4700MQ 2,4GHz , 12GB memory, HD 256GB Plextor PX-256M5M.

     Update the  bios, deep scan for viruses, clean the registry, update all factory drivers for windows 8.1, working fast, so far no issues.
