Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Try cleaning out your cookies, cache, temporary system files, prefetch, bad registries & temporary internet files with CCleaner or Anvi System Cloud Booster. Maybe that will help. If it doesn't, have you changed the number of processors in msconfig? If you changed from 1 to e.g. 8, then your computer will slow down & instead it will use 256MB of RAM instead of what you have in your computer. One more thing, try scanning for viruses with Windows Defender, or Anvi Smart Defender. I hope this helps you.

Sorry, you can clean all you want and it will not stop the problem. Until you disable/replace the driver that is causing the problem you will be stuck with the problem. If you read through this long thread you will find the only solutions were to disable/update the drive causing the problem. The solution is very simple once you find the offending driver. Waiting for MS to provide you a solution is fruitless.

After reading all of these threads, I have found the issue seems to be two-fold.  A bad Qualcomm Atheros WIFI/Bluetooth driver and, in my case, an older Intel Management Engine.

Most problems were resolved by disabling Bluetooth and all problems were resolved when the Intel Management Engine was upgraded.  I documented the problem and the solution in this blog:  http://keyliner.blogspot.com/2014/01/windows-81-slow-to-shutdown-and-restart.html

This solution allows WIFI to stay enabled.  And hopefully, QualComm (aka: Dell-branded 1703 Bluetooth and Wireless card) will release an improved driver.   In any case, I have had success.

Have any of you tried allowing Windows to choose drivers to install...?  Considering you need a Internet connection to install windows 8... the default drivers should work fine...

I had the same problem as you, with other hardware driver conflicts after upgrading to windows 8.1

But on my last installation, I let windows decide... it installed the drivers automatically... only manually install drivers after doing all possible windows updates available... it will normally take between 2-14 days to do this...

If windows has already installed stable drivers... then all you are doing is forcing window to accept unstable drivers that slow your PC down.

I allowed the Win 8.1 upgrade to do its own thing without any manual driver install. This is what created the problem for me. I had to manually disable a driver to get back to normal fast boot and shutdown.

HOW I FIXED MY DELL XPS 8300 QUAD CORE 8GB RAM.

WINDOWS 8.1 Store Update - 2 minute 20 second bootup time with solid state drive - cut down to 25 seconds.

I had a look in the Event Viewer and spotted there were numerous errors within the last hour of debugging the boot problem.

I made two changes based on the errors.

Event Viewer: Error one reported there was a security permission for DistributedCOM and instructed this could be modified using the Component Services administrative tool.

Event Viewer: Error two within the Event Viewer Errors implied there was a USB device error - I then found this thread (http://www.sevenforums.com/drivers/268212-driver-driver-wudfrd-failed-load-device-error.html) and made the change:

"This worked for me. I did not have to stop the service. Just went to services, found "Windows Driver Foundation - User-mode Driver Framework", changed it to automatic and the warning disappeared. Thank you."

As others, I was making changes over the past hour to fix this problem I've had for months and months. I can only comment that after making one of the last two changes I witnessed that remarkable boot time I had forgotten about.

I should also say that I didn't know there was difference between SHUTDOWN and RESTART, and this is to do with the "Turn on fast start-up" - but one of these changes around this solved it.

RESTART still takes 2m 20s - whereas SHUTDOWN and turning the computer back on takes seconds.

For this reason, the other changes I made before these final two above were:

1: Microsoft Disk Cleanup on the boot disk

2: Updated BIOS

3: Within Power options checked - "Turn on fast start-up" (I had switched this off previously to see if that would fix the speed issue)

4: Ran msconfig.exe and changed the "Number of processors" and "Maximum memory" "Advanced options" under the boot tab to reflect my PC.
