Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    No such luck. I tried the restart from the Charms and it took 1 minute 10 seconds to come down then exactly 60 seconds to see the Windows logo and 2 minutes 40 seconds to get the desktop. I will try the shutdown from the charms to see if it provides faster boot afterward. (((

    The Charms shutdown did get much better results this time. Shutdown took about 15 seconds and the boot to desktop about 35 seconds. Much better. Just wondering if it does really shutdown or goes to hibernate mode? I get about the same results when i choose to go to hibernate mode.

    In any case, thanks for that information, it might be a clue to the solution for Microsoft, If they come out from hibernation themselves.

    Thank you, using the Charms shut down WORKS for me 15 sec start up I was about to revert back to Win 8 now I shall continue with 8.1 Regards

    One other thing I noticed on another board, and I checked on my computer, is that if you use the "Start" menu to shut down the startup is significantly longer than when you use the "charm".  In my case, startup goes from about 13 seconds to about a minute and a half.  Am using W8.1.

    I think the reason using the shut down feature in the "Start" menu makes the computer boot longer is because it is the "normal" shut down feature. And in the charm, the shut down feature is the hybrid shut down feature, which makes the booting time shorter and faster.

    You can test this using the command line:

    Normal Shut Down: Shutdown -s -f -t 00

    Hybrid Shut Down: Shutdown -s -f -t 00 -hybrid

    So if anyone knows how to change the "normal" shut down in the "start" menu to hybrid shutdown using some kinds of command codes, that would fix the slow shut down when using start menu to shut down.
