This is A Major issue. Has being since 8.1Download via Store iso. or WHATEVER. Why is Win 8.1 slower than Win 8.

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s. I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....
EDIT: Have tried Safe Boot and Clean Boot, still same
EDIT2: Will any Microsoft guy chime in?

2013-11-16T22:50:59+00:00 Microsoft, you should document where we can disable the RBTO (Random Boot Time Option !!!). This is really amazing. I can reboot once and it takes 15 secs to shutdown 30 secs to reboot to the metro screen. Perform another reboot right away, without changing anything, and it will take 1 minute to go down and 3 minutes to reboot. The next day it will be 1 minute, 1 minute. Nothing to understand. It's been like this for a month and I am not talking about Windows Update installation shutdown, we understand that those one takes longer.
Microsoft, could you at least let us know that you read these many many messages on that subject and that you are looking into it? Do you care? Thanks for your attention...One of these days.

2013-11-18T16:54:18+00:00 For what it's worth - after I upgaded from 8 to 8.1, my system still booted just as fast (about 14 seconds). I saw a slow down only after I made a hardware change. I removed 2 Nvidia GTX 660 TI's, and replaced them with a GTX 780 and GTX 285 (for Physx) non-SLI setup. During the process, I disconnected then reconnected a SSD (because the data wire was in the way). USB plugs were also unplugged then re-attached (just to move the case from a cabinet). That is all that occurred. Since then, boot ups take 1 1/2 minutes. I've tried all optimizations mentioned in this forum to no avail. I hope these clues help unravel the problem.

In my case, startup goes from about 13 seconds to about a minute and a half. Am using W8.1.

I definitely believe you are onto something. I verified on my 2 desktops your findings. If I use the Shutdown from the Windows 8.1 Desktop Start button, my boot from Windows logo to logon screen is around 30 seconds, however if I use the Charms Shutdown my boot from Windows logo to logon screen is now back to Win 8.0 time of around 4 seconds. Thanks for the info. I will pass this along to Microsoft on my open support ticket with them. :-)
