Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    this desktop with W8.1 Pro finally would not boot; or even do a system restore (Windows wouldn't load); so I recovered; went back to facorty settings (2011); now enjoying W7--I sure wasted a lot of time on W8. I suggest everyone with W8 issues do a factory reset. You will need to install W8 disc later ;-if your manufacturer did not install W8.-or just use W7 like I am.

    Update:

    Well PDTScully's suggestion did make it boot fast.  I re-enabled the fast shutdown feature under the Power settings and this made it shutdown really fast.  NEW PROBLEM: Now my LAN (internet) is not working when I boot up.  I have reinstalled all the drivers (Again) and nothing has helped overall.  When I do reinstall the LAN drivers or disable and reliable the card, the internet does start back up until I shutdown again.  So, my guess is that the hybrid shutdown is the problem.   If I restart the system, I get the internet back, but not if I shutdown and then boot.  So, I have faster shutdown and boot times with the fast shutdown feature, but my internet drivers are buggy.  I may just go back to Windows 7 and wait a year or so.  Sad, I had to buy the Windows 8 for a number of computers and now I have wasted more time and money.   :(  Very frustrated!

    I can live with W7 especially with the  IE11 version for W7. Fast enough. Have 60 sec boot times--I can live with that ;     ------just wait for W8.2? Tuesday should be Windows Update patch day--wonder what's in it?

    Have you tried deleting old Windows 8 files?

    I had the same problem which went away after I cleaned up my hard disk and registry.

    If Windows won't load at all ;even Safe Mode; cannot clean hard disc
