Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    I'm having the same issues on my system. Start up takes much, much longer than it did in Windows 8.

    I'm using a:

    HP Dv6t 6100

    6770m

    Core i5 2410m

    6GB of RAM

    Same issues here. Windows 8 on this brand new SSD was incredibly snappy with quick start-up and shut down. Now it's 20-30 seconds on the rotating dots with 8.1 . I remember Win8 would be 2-3 seconds and then Login screen. What gives? What on Earth did they break?!

    Specs;

    i7 2600k

    ASUS P8P68-V/Gen3

    12GB RAM 1600Mhz Cas9

    Samsung 840 EVO 120GB

    countless other HDDs totalling 3TB

    I have done everything to fix this issue, defragged Registry, HDD, turned all my apps off from startup.

    For some reason, during the Windows Icon Black Screen, there is a lot of calculation going on that simply was not there before.

    Not I am back to Windows 7 performance, and it is NOT ACCEPTABLE.

    As I previously said, I have not had a slow start up, just a very slow shut down.  Today I spent some time deleting and reinstalling some of the software.  I think reinstalling Itunes may help.  I have gone through a few restarts and my system now seems to shut down normally (i.e. less than a minute or so vs the 4 minutes it was taking yesterday). 

    I hope it holds and that is what the problem was.
