Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    Thanks; I'd forgotten all about that; . Yes it shaved start time from, 60 to 30 seconds

    OK PPL, I found a small tweak that shaved about 20 seconds off my boot time, and I'm working now at under one minute (about 39 sec).

    1. Go to "Run" (from menu or use "Windows Key" + "R")
    2. In Run windows type "msconfig" and press "Enter"
    3. Click on "Boot" tab at the top
    4. In the bottom right you will see "Timeout:" with a box underneath with "seconds" on its right.
    5. By default my Timeout was "30" seconds; you can change that to "3"(the minimum value)
    6. Press "Apply" button then "OK"
    7. Windows will ask you to restart, close and save your applications and let it reboot, see if you have any improvement.

    Good luck, still want it faster though MICROSOFT; get on it blue boys!

    The bigger this thread gets and the more complaints there are, hopefully MS will address it in an update sooner than later.  I switched back to Windows 8 and my boot time again is only 20 seconds so it's definitely an 8.1 issue for me.  My issue doesn't appear to be as bad as some here, but I was consistently getting 50 seconds - just over a minute with Win8.1.

    Boot 20 secunds

    Shutdown 10 secunds

    Hibernate Start 50 secunds

    Windows 8.1

    Boot 2 minute

    Shutdown 10 seconds

    Hibernate Start 4 minute

    I was doing some checking with msconfig and even disabling everything my shutdown is over 4 minutes.  However, at one point I got into a weird startup where I think some of the Microsoft items did not load.  Had a couple of things I noticed in that configuration.  1 was that the computer would not see any network but would connect to the network.  The other item I had was a warning that said:  "Failed to connect to a network service.  Windows could not connect to system event notification service".

    However, while I was having that problem the shutdown was almost immediate.  To fix the problem went into msconfig and disabled and then enabled everything and everything is back to working - but I am back to the slow shutdown.
