Windows 8.1 Pro x64 UEFI very slow boot and shutdown

Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s.  I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....

EDIT: Have tried Safe Boot and Clean Boot, still same

EDIT2: Will any Microsoft guy chime in?

    For what it's worth - after I upgaded from 8 to 8.1, my system still booted just as fast (about 14 seconds).  I saw a slow down only after I made a hardware change.  I removed 2 Nvidia GTX 660 TI's, and replaced them with a GTX 780 and GTX 285 (for Physx) non-SLI setup.  During the process, I disconnected then reconnected a SSD (because the data wire was in the way).  USB plugs were also unplugged then re-attached (just to move the case from a cabinet).  That is all that occurred.  Since then, boot ups take 1 1/2 minutes.  I've tried all optimizations mentioned in this forum to no avail.  I hope these clues help unravel the problem.

    Microsoft, you should document where we can disable the RBTO (Random Boot Time Option !!!). This is really amazing. I can reboot once and it takes 15 secs to shutdown 30 secs to reboot to the metro screen. Perform another reboot right away, without changing anything, and it will take 1 minute to go down and 3 minutes to reboot. The next day it will be 1 minute, 1 minute. Nothing to understand. It's been like this for a month and I am not talking about Windows Update installation shutdown, we understand that those one takes longer.

    Microsoft, could you at least let us know that you read these many many messages on that subject and that you are looking into it? Do you care? Thanks for your attention...One of these days.

    This is A Major issue. Has being since 8.1Download via Store iso. or WHATEVER. Why is Win 8.1 slower than Win 8.

    I cannot see anyone from M S replying to this Fomun only you People wit questions  Answers and No-answers from GOD

    Have you tried deleting old Windows 8 files?

    I had the same problem which went away after I cleaned up my hard disk.

    Hi,

    I have the same problem. Since I've updated my Dell XPS 8300 to Windows 8.1 I have to wait for three minutes to see the login screen. Two additional minutes elapse before the start-screen come in view.

    Meanwhile using Windows 8 everything was fine.

    I've changed the most important drivers and ran CClear. I am lost.
