I tried to go back but apparently the security for 8.0 factory reset have been replaced by a base 8.1 and so I cannot, like you, go back. I did create a factory reset copy onto an SD card but am hesitant to use it as I may lose everything. Just have to keep on trying to overcome this. All I can now do is leave shutdown to take its own time and it is never less than 7 -8 minutes.
Windows 8.1 Pro x64 UEFI very slow boot and shutdown
Ever since I upgraded to Windows 8.1 via the in-store update my PC takes a good 3-4 minutes to boot!!! I am on a GA-X79-UD3 + i7-3820 + Samsung SSD 840 for system drive. I have updated all my drivers to Windows 8.1 compatible ones and still. I have checked via Samsung Magician and the drive is using AHCI mode on (Intel PCH) Sata 3 6Gb/s. I have tried restoring my UEFI to default settings and enabling Fast Boot but still?? On Windows 8 it would boot in 5 seconds....
EDIT: Have tried Safe Boot and Clean Boot, still same

2013-12-26T04:54:59+00:00 As posted on Dell website I had the same problem and confirm that (at least on the Dell XPS 8700) the latest Qualcomm BT/WIFI device and/or drivers from Windows update is the trigger... and that uninstalling the Dell software (which requires disabling the devices beforehand) solves the performance issue.

2013-12-25T00:30:56+00:00 I may have found the solution to why my new ASUS laptop became extremely slow to shutdown after upgrading to Win 8.1. Took me 2 days of almost constant debug but found that disabling the Qualcomm Atheros Bluetooth driver dramatically reduced the shutdown and start up times to where they are now as fast or faster as they were with Win 8.
Speed reduction has remained after many start up and shutdown cycles.

Background:
I just ran into this problem today with a Dell XPS8700 with Win 8.1 Pro, on a SBS 2011 domain, Secure Boot enabled, along with UEFI and GPT partitions. Boot drive is a 256 GB Plextor M5M mSATA SSD.
Up till today my startup and shutdown times were acceptable.
However, all of a sudden today my system would take about a minute or more to shutdown to power off or reboot. Cold Boot times were still ok. Research brought me to this thread.
The Dell XPS 8700 comes equipped with a combo Qualcomm Atheros 802.11 B/G/N 2.4 WIFI and Bluetooth adapter. The software suite is supplied by Dell for this adapter but is provided to Dell from Qualcomm.
After reading this thread I uninstalled the WIFI and Bluetooth adapters from device manager and then uninstalled the Dell/Qualcomm driver suite from Programs and Features.
This corrected the problem immediately. Shutdown times are now 6-7 seconds. Startup times are 35 seconds to login screen (I have turned off the hibernation file so that will lengthen the startup/reboot times a bit). As a test I enable the hibernation functionality and my startup times were about 17 seconds to the login screen, using the charms button shutdown prior to cold boot.
In my case the problem was definitely caused by the Qualcomm BT/WIFI device and drivers. After I uninstalled them the problem disappeared. On reboot the devices were automatically reinstalled by Win 8.1 using generic drivers, but the slow shutdown/reboot problems have not reappeared.
I'll just run this way for a while and will comment again if the problem reappears. I don't really use the BT or WIFI on this system I'm not suffering any loss of functionality.
