Windows 8.1 Pro x64 UEFI very slow boot and shutdown

This looks promising for me. other people had issues with Bluetooth drivers which solved their problems, but that wasn't the case for me.

I'm currently running v8.1.0.1263 of Intel management engine interface. I asked windows to look for an update but of it didn't find one. Went the Intel site to get it manually, but there's 6 to choose from, the first 3 of which are v9.5.15.1730 https://downloadcenter.intel.com/SearchResult.aspx?lang=eng&keyword=%22Intel+Management+Engine+Components%22#&OSVersion=Windows%208.1%2C%2064-bit*&DownloadType=Drivers&OSVersion=Windows%208.1%2C%2064-bit*&DownloadType=Drivers

The difference between the first two is the first is for NCU boards, the second is for desktop boards. As far as I can tell, there's no difference between the 2nd and 3rd except the 3rd is vv9.5.15.1730M.

Any ideas how to work out which one? How did you come about you one?

Okay, I think I finally found the cause of this problem and I'm here to share it with you guys.

Problem:

     Long delay in shutting down / restarting the system

Identified Root Cause:

     Intel ME ( Management Engine ) Driver

1. Look for Intel(R) Management Engine Interface drive in the Device manager page.
2. Take note of the version of the driver
3. The Intel ME driver should be version 9.5.15.1730 ( latest driver from INTEL ). If not, update it.

Now here's how I came up with this solution.

1. Run the system restore to revert back all the changes and drivers installed
2. Validated that the issue has been resolved.
3. Turned off windows automatic update
4. Installed the drivers one at a time
5. Restart / Shutdown the system for every driver installed to narrow down the root cause
6. After I confirmed that the culprit was the Intel ME driver which was provided by the Manufacturer of my newly bought laptop, I did some research and confirmed that its current version is not compatible with Windows 8.1.
7. Updated the driver to its latest version.
8. Problem solved.

I'm having the same problem. I've sony vaio i5 6gb Ram and 750 HD. before win 8.1 it takes 30 sec max but now on 8.1 it takes approx 2 min. Is there any solution or it's 8.1's bug ?

If you have Bluetooth installed did you try to disable the drivers per the other posts in this thread?

After 2 monthes of problems without help and answer of Microsoft, i have reinstall Win 8 Pro (without 8.1 Update, 2 days of hard work) and my Dell XPS is now fast and boot in 20 sec max, stop in 10 sec max. My conclusion about this scandalous Win 8.1 Upgrade : boycot it !!

Same problem : Boot is now X4 with Win 8.1 compared to Win8 !! (Dell XPS i7, Win Pro 64bits)

I have tried different tests (with and without TuneUp, Bitdefender, etc... looking for a new user profile, changing advanced parameters in boot via msconfig...) no major result to decrease boot time.

A lot of people are claiming (english, french...) on this incredible problem which is "indigne" (i am french) of Microsoft without any answer from their side.

I am very angry again MS !!
