How can I disable the unsafe volume warning?

There is absolutely NO THIRD PARTY software involved in this; it's a Microsoft "big brother" programming thing.

I upgraded from Win 7 to Win 10, and I use my laptop as my home computer. I always have headphones on, so as not to disturb anyone else in the house (I pretty much live in my room). Because of this, I too constantly have to click off the "high volume" warning--it is always fixed-set by Win 10 to 42%.  What is really annoying is, if I happen to lock my screen if I leave the house, or close the lid, when I return and log back in, unlock the screen--whatever--I have to RESET the volume because it went BACK to the 42%! It is incredibly ANNOYING.

Download 6.0.1.6699 (for instance, worked for me):

Then follow this tutorial which shows how to block hardware updates, inspecific the Local Policy Group Editor:

It should be relatively straightforward, but just to add:

Right click on the Realtek Audio device, under Sound video, audio and game Drivers in Device Manager.

Then go to Hardware IDs, copy and paste the two (or more IDs) into Local Policy Group Editor.

1. Make sure to get the Hardware ID before uinstalling Realtek 6.0.1.7xxx, save them in a txt file.
2. Uninstall Realtek, restart computer
3. Reinstall Realtek 6.0.1.6xxx, DO NOT RESTART!
4. Then Paste in the hardware IDs and enable Local Policy Group Editor. Now you've locked 6.0.1.6xxxx
5. Restart Device
6. Enjoy

Hope that works!

This method works, but you are just using the native Sound Driver.

If you still want to use Realtek, but without the annoying message, see my solution below.

I had the same problem,

What's happening is that the Windows update service is updating your driver to the latest Realtek 6.0.1.7xxx. The latest driver has the irritating EU safety warning.

Solution:

Download 6.0.1.6699 (for instance, worked for me):
