How can I disable the unsafe volume warning?

I usually have my laptop's system volume at 80% and plugged into speakers which I can adjust, but since updating to windows 8.1 I keep noticing that every time I turn my laptop on while plugged into the speakers it automatically lowers and limits my volume to about 40% and when I try to turn it up a large banner warns me that any higher might be unsafe for my ears asking am I sure I want to do this.

It's very annoying to get this every day, and I can't seem to find a way to disable the warning permanently.

    It is unlikely that either Microsoft or any hardware maker is going to issue a "fix" for legal and safety reasons. The odds are that the warning could be disabled by editing the Registry but you do this at your own risk.

    I'm sorry. I could not hear you as my hearing was damaged by listening to music too loudly.

    Legally Microsoft may have to put out this warning. There are similar warnings on smartphones both Windows and Android.  I could not find a way to disable it.

    Ditto to all posts.  I have noticed this irritating volume warning on my Samsung series 7 all in one PC.  My problem seems to occur when I plug in my wireless headphones transmitter.  The volume problem seems to rotate around 41%.  If I increase the volume it goes up, if I go below it then increase it the warning pops up.   I get it on Windows Media Player and Xbox Music as well unless I disconnect the wireless transmitter USB from the PC.  Since I listen to the wireless headphones ( a cheap set ) then this is a real nuisance.
