I have the same thing. No touch screen, but windows 8.1 acts as if I can touch away the pop up. I did get rid of it (for now) by moving my mouse to the top left of the screen and clicking to go to the last app I had open.
How do I get rid of the pop up tip boxes in Windows 8.1?
After upgrading to Windows 8.1 I get large pop up boxes at the edges of the screen with tips such as "swipe to switch between apps". The boxes don't go away. How do I get rid of them and/or disable this feature?

I had the same thing happen. I swiped the arrow all the way to the right and it disappeared. So fsr it hsasn't reappeared.

Further description: Go to P C settings, click on PC and devices, go to corners and edges, at the top, you will see app switching, click to off. That's how I got rid of mine, no problem since. Hope this helps
PRESS WINDOWS BUTTON AND TAB BUTTON AT THE SAME TIME, WORKED FOR ME!
I think that at least some of you can't get rid of the window because you disabled the charms. Well, at least that's what I did. Anyway, pressing Windows+Tab solved the problem for me.
And yeah, way to go Microsoft, keep on sucking with Win 8.

The advice i found in http://www.askdavetaylor.com/how-do-i-get-rid-of-win8-switch-between-apps-tip-windows/ solved the problem for me:
* go to [device manager][Human Interface Devices][HID-compliant touch screen]
* select the second tab [Driver]
* disable th selected device (click the button [Disable])
* re-enable the device (click the button [Enable])
problem was solved for me
my specs: (Windows 8.1 / touchscreen / user has administrator rights)

I'll reply to Vijay's questions with my situation, and hopefully it will cover yours.
- I have a Samsung Series 9 laptop running Windows 8.1. It doesn't have touchscreen capability, only a touchpad in front of the keyboard. The first time I try swiping on the touchpad from the left edge to the middle, I get the "Switch between apps" popup. It suggests to "Swipe in from the edge to go back to the last app you were using", so I try it again, and it opens another app I was using. Great....except....the popup didn't go away. Instead it gave me "Tip: Begin with your finger outside of your screen". Any number of tries to do this doesn't make the popup go away.
- The tip box isn't repeating. It's just staying put and not going away when I've done the tip it suggests me to. Click on the popup makes the orange arrow shoot again, but the box stays put. Swiping seems to have no affect on the box except adding the extra "Tip:" text.
My guess here is that this tip box is somehow expecting tablet behavior. But I'm not on a tablet.
