The message in the title appears on my screen every time I turn my Samsung ATIV Book 9 Lite on. This is after I tried upgrade from Windows 8 to Windows 8.1 last night. I went to sleep whilst 8.1 was downloading and forgot to plug my laptop in, it therefore ran out of battery. When I woke up and restarted my computer the message appeared. It restarts and the message is there again, it is a continuous loop, I can't get past this message and so I cannot even log in. I also haven't got a reboot dvd/usb stick and the computer wont go into safe mode. 

I don't know what to do! HELP!!!

I had this problem when I was playing a game called "Call of Duty 4: Modern Warfare". My PC suddenly shut down while I was playing the game, and after that, I booted and that **** of an error came up. And it goes in loops. The first time it happened to me, I just let my laptop rest for a while, thinking it's just an overheating issue. But the next day, it is still restarting in loops. I tried to boot on the recovery CD of Windows 8.1 but still no hope. The error still comes up. The next moment, I really got irritated and removed my laptop battery. And I remembered that there is something that I read in the past that if your PC have problem, refresh it by doing this: 1.) Remove the battery of your laptop. 2.) Do not connect AC Power Supply/ Charger. 3.) Press the power button for like 20 seconds or more, if you are that kind of angry. 4.) Start the laptop without battery by powering it up via AC. These magical steps did the trick. The second time it happened to me when my PC crash again, and the restart loop happened, this trick really worked. Very helpful. I remember this trick is like deleting your BIOS memory or something. I did not remember anything. So, I just want to share my experience with my laptop. By the way, my laptop is an Acer 4755G, with Windows 8.1 installed on it. Good luck Guys! (Filipino here! Hohohoho.)

This could be due to the power failure on the Laptop during the installation of Windows 8.1 update on the computer. It seems that you are getting a "Blue Screen Error” on the computer. These type errors usually occurs when a serious problem causes Windows 8 to shut down or restart unexpectedly. There are multiple reasons why this type of errors occurs on the computer. In this case, the issue could be due to the damaged or corrupted System Files on the computer.

Since you are unable to boot the computer and it is in a restart loop, you may have to create a bootable Windows 8 installation media and then perform an Automatic Repair. To create a Windows 8 bootable disk/media, please refer to the article given below and follow the instructions given in it:

Create installation media for Windows 8

Once after creating the installation disc, you may boot the computer from the disc that you have just created and then follow the instructions given below to perform an Automatic Repair of Windows 8.

Method 1: Perform an Automatic Repair of Windows 8 using the installation media.

a)       Contact the computer manufacturer to change the boot order of the computer. You will have to change the boot device to CD/DVD drive and then boot from the Windows 8 installation disc.

b)       In the “Windows Setup” dialog box that appears, set the Time and currency format, Keyboard or input method and the language to install and then click “Next”.

c)       Click on “Repair your computer” from the lower left corner.

d)       From the “Choose an option screen”, click on “Troubleshoot”.

e)       Click “Advanced Options” in the “Troubleshoot” screen.

f)        In the “Advanced Options” screen, click “Automatic Repair”.

g)       Follow the on-screen instructions to complete the Automatic Repair.

If that doesn’t work, then try the next method to perform a System Restore using the Windows 8 bootable disk and check if you are able to boot the computer to the Start Screen successfully.

Method 2: Perform a System restore and check.

To perform a System Restore, follow these instructions and check:

a)       Contact the computer manufacturer to change the boot order of the computer. You will have to change the boot device to CD/DVD drive and then boot from the Windows 8 installation disc.

b)       In the “Windows Setup” dialog box that appears, set the Time and currency format, Keyboard or input method and the language to install and then click “Next”.

c)       Click on “Repair your computer” from the lower left corner.

d)       From the “Choose an option screen”, click on “Troubleshoot”.

e)       Click “Advanced Options” in the “Troubleshoot” screen.

f)        In the “Advanced Options” screen, select “System Restore”.

g)       Follow the on screen instructions to restore the computer to an earlier state when the computer was working fine.

    This issue could be due to system files corruption

    1. Which Microsoft data are you referring?
    2. What is the model of Toshiba laptop?
    3. What the exact complete blue screen error he gets?
    4. When exactly he receives the blue screen?
    5. Are you able to boot his computer to the desktop?

    Chkdsk disclaimer.

    Important: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.

    Data loss Warning:

    Converting a hard disk partition or volume from NTFS to FAT32 requires that you reformat the partition, which deletes any data on it. Be sure to back up any data you want to keep before you begin.

    I highly recommend backing up all of your important files and folders onto an external storage device before attempting any type of OS repair or upgrade.

    **System Restore disclaimer:**When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed.

    I have the same problem with my partners Toshiba laptop , will be fine for a while and then we get the dreaded blue screen and " the computer encountered a problem , we are collecting data and then it will restart " , is it Microsoft who collects the data or Toshiba i wonder , damn annoying as usually happens when i have something important on .

    Hello Guys,

                      how to fix constant re-boot, no access to bios and no access the Samsung Recovery.

    History- I purchased a faulty Samsung NP270E5E-04UK from Gumtree, constant reboot ( "Your PC ran into a problem and needs to restart, we're just collecting some error info, and then we'll restart for you.") reboot-reboot-reboot.

    The fault occurs possibly due to a corrupt bios caused by the uefi boot and windows kernal update clash.

    It is impossible to access any Windows/Samsung recovery solutions, mashing any function/delete/esc any combination of buttons will do nothing.

    So follow the following steps to get your laptop up/running and fully updated.

    If you have another laptop available you can recover any photos/documents/music etc,etc by removing your hard drive and by using a usb hdd caddy ( £5 form ebay ) and plugging it into another laptop, if your files are encrypted, all data may be lost. 

    1. Remove the Hard Drive.
    2. Switch on the laptop.
    3. CAREFULLY plug the HDD back in WITH THE POWER ON.
    4. Press F4 (Laptop will reboot into Samsung Recovery).
    5. Do a clean install of Windows 8 via the Samsung Update

        ( clean install only ).

    1. Run Windows Experience Index 

        ( windows/file explorer-right click computer-properties-

        rate this computer ).

    1. Update the Samsung Update to the newer version.
    2. Update the BIOS ONLY via the Samsung Update 

        ( laptop will restart ).

    Your laptop now has a clean install of BIOS and is now fixed.

    1. Check for Windows Updates - Update Windows Update to 

        the newer version ( may take about 10 minutes )

    1. Allow Windows 8 to update it's self, after 1 hour or so 

        restart the laptop 

        ( charms bar-settings-power-update and restart)

    1. Log in and repeat step 9.
    2. Update to Windows 8.1 if required and repeat step 9.
    3. Update any other Samsung recommended updates.
    4. Install any other software/apps that you require 

          ( Ccleaner is a must for keeping your registry clean,

    start up items to a minimum )

    You laptop is now fixed.

    This method will work on other makes of  laptops with the manufacturers recovery partition.

    Sorry for any delays guys, been busy.

    The first update is for Manufacturer Recovery Partition Only, the second is for laptops without the recovery partition.

    As stated above "The fault occurs possibly due to a corrupt bios caused by the uefi boot and windows kernal update clash."

    ***********   IT IS THE BIOS THAT HAS THE ERROR NOT WINDOWS BOOT FILES   ***********

    Follow the steps 1 to 7  with no deviations for Samsung Windows 8 Laptops

    For all other laptop make follow your Laptop Manufacturers recovery procedures.

    The Following are examples only, depending on your laptop and specifications.

    Acer - ALT & F10

    Asus - Shift & F8

    Samsung - F4

    Sony - F10

    HP - F8.

    ****NO RECOVERY PARTITION OR YOU CANNOT ACCESS ANY RECOVERY OPTION ALL TOGETHER****

    I got a hold of another constant re-boot faulty laptop ( "Your PC ran into a problem and needs to restart, we're just collecting some error info, and then we'll restart for you.")  with no Manufacturers Recovery Partition ( no hard drive ), so if you follow the following steps, this will help you re-install Windows 8/8.1.

    You can also use this option for re-installing Windows 8/8.1 onto any PC or Laptop, with an authentic Windows 8/8.1 Product Key that you have purchased.

    Don't worry about your OEM product key as this is stored within the BIOS Chip.

    In the event that you have no Manufacturers Recovery Partition, you will have to do a clean install of Windows 8/8.1 all together.

    For this you will need the following:- a laptop or desktop, 8 Gb Usb Drive and a usb hdd caddy.

    1. Download Windows 8/8.1 ( OPTION 1 is the OEM Download )from the link below and follow the instructions to the letter.

    1. Reformat the HDD and remove/delete all partitions.
    2. Re-install the HDD and plug in Windows 8/8.1 USB.
    3. Power on Laptop and the laptop should do a clean boot of Windows 8/8.1 from the Usb Drive, follow the instructions windows gives you at all stages, it will want to create partitions/recovery partitions - let it do so.
    4. Login Options:- avoid using the hot mail login options, only use the basic login options like in Windows 7.
    5. Run Windows Experience Index.
    6. Go to your laptop Manufacturers Web Site and download and install THE LATEST BIOS.

    Laptop is now fixed.

    Install any laptop manufacturers software/Windows updates/intel/amd software any other software that you require.

    **** DO NOT MANUALLY RESTART THE LAPTOP/PC AT ANY TIME- ALWAYS INSTALL THE BIOS AT THE EARLIEST OPTION****
