At this point if you still have the problem about the only thing left would be to try a "Refresh" and if that fails a complete resetting to factory conditions. There have been many different issues some of which have been solved but, at this point I don't see any more updates from Microsoft to try and solve the remaining issues. The serving stack seems to be messed up. This maybe a drastic step to have to take but at this point it is the only way to automatically fixed this issue. I followed this, and found a slew of update failures, all with the error code: 800F0922. So what does this mean, and what do I do about it? I have Windows 8.1 pre-installed with automatic updates turned on.

A common suggestion with them is to uninstall it all and start over. But for W8.1 I would ask why you would need .NET 3.5 anyway? Are people just check marking everything they can in Windows Features? FWIW I don't have any checkmarks on the .NET 3.5 item and only limited ones on the .NET 4.5 one (in fact, only TCP Port Sharing, probably for Fiddler4). Otherwise, I would be running ProcMon to find all the files which are being updated and look for diagnostics in them. E.g. filter with Operation Is WriteFile.
