It is unacceptable for me too - but it's either that or spend hours of the phone with Microsoft support with the hope to get it fixed? $100 is a lot less "money" than the amount of time I'm hearing people on the phone if you take into account my hourly rate. On top of that I'm not hearing any fixes other than a reinstall anyway I can't do that with the media I have supposedly.
I'm still thinking through what I want to do - spend the money or spend a bunch of time on the phone with Microsoft and maybe or maybe not get a fix. Again, I was able to install the update, I just now have dism restorehealth failure (with a bunch of Chinese in the log) due to that update. I guess I may do nothing until I get to the point that I really need restorehealth to do something for me. I don't use any antivirus software other than Windows Defender. I did have Norton at one point, but did a complete uninstall using their tool from their website. Maybe the dism failure is a bogus failure and all will be good. I still haven't done today's updates - so I'm hoping for a miraculous fix with today's updates once I get home, but I'm not expecting it.
