E.g. on Surface RT there may be no environment variables and so you have to code everything explicitly. Here you were given explicit .exe so lack of PathExt would not matter and normally starting an Administrator Command Prompt puts you at %windir%\System32\ so a lack of Path also should not matter.

I have errroe code 80070490 I Did try to install the update again manuall I've enough free space on my pc I always connected the internet But it still not updating It said " We couldn’t complete the updates, Undoing changes. Don’t turn off your compute"
