@Robert, I didn't know Windows8 had diskpart! I ran diskpart from an admin command prompt. selected the ESP partition (300MB FAT32) and assigned drive letter S. I was able to access the S: drive from an admin command prompt - a dir showed 253MB free. I did the same for another recovery partition (400MB NTFS). This volume had 131MB free. I think this eliminates one possible cause of the KB2919355 install issue.

By comparing the Update History and the updates needing to be applied, I've found that they are the same. Update History indicates all were successfully installed. @IMDIDOC, in my case, the Update History shows multiple successful installs, but the 'Installed Updates' does not show KB2919355. When I successfully installed KB2919355 on another Win8.1 system, it would boot directly into Desktop and I had a 'Windows Store' icon in the taskbar. I am not seeing this othe Win8.1 system where KB2919355 is being rolled back during the mandatory restart.

I called Microsoft at 1-866-PCSAFETY and was offered remote assistance to diagnose the problem but was cautioned that it could take 2-3 hours. I was also offered online support through http://answerdesk.microsoft.com . Based on my description of the situation, the person at Microsoft suggested following http://support.microsoft.com/kb/971058 and then trying the standalone installer. I will leave Automatic Update disabled to avoid multiple updates happening at the same time. I also asked about the DISM procedure described at http://support.microsoft.com/kb/947821/en-us . The recommendation was to run dism.exe /online /cleanup-image /scanhealth and then dism.exe /online /cleanup-image /restorehealth to minimize the number of updates that have to downloaded. I will provide an update once I have had a chance to do an image backup and tried the steps above.
