I have spent a total of 6 hours with Microsoft support on this and I'm afraid still haven't found a solution. At one point 7 out of 35 updates installed without an error, but none others have. They thought it might be the volume of updates but have just tried 2 of the 26 remaining updates and it failed same problem. My only recourse now is to attempt to go to a higher level of support. Frankly, whilst Microsoft support have been very helpful they seem at a loss to understand why this happening - it seems in ever increasing numbers. I think we may have found a very undesirable issue here with windows 8.1. If anything comes up on future calls I'll post it.
