Hi, I have tried several times to install the 8.1 update. I have run the attached troubleshoot report. It gives the error code and says it has fixed it, but still fails to install at 75% then uninstalls with no record of the failure.
I refer to: Updates 2919355, 2961908 w/o 2919355, 2990967,3063843
Running Surface Pro with Windows 8.1 (I do not have a search button on the start screen)
I do not have any other issues with the SurfacePro.
I have the same issue going on with Updated.

@mjchris, Windows 8.1 media can be downloaded from http://windows.microsoft.com/en-CA/windows-8/create-reset-refresh-media. Similar to the Windows 10 upgrade, the installation media will work even if you do not have a Windows 8.1 product key, something that was an issue earlier for those of us upgraded pre-installed Windows 8 systems to Windows 8.1. The importance thing is to do a refresh or repair (http://windows.microsoft.com/en-ca/windows-8/restore-refresh-reset-pc).
I think reinstalling Windows 8.1 or whichever platform you are using is probably the best solution, but don't ask me how to do that. My new Windows 10 update went very well and old update problems seems to be gone.
