2015-10-21T16:16:26+00:00 Error #80246013 and error #80246007
Correct syntax for useful searching is to prefix hex values with 0x; so, for example: 0x80246013
And then we find it is a common but still undocumented code
https://support.microsoft.com/en-us/kb/938205
(BING search for
0x80246FFF site:support.microsoft.com
)
falling into this category
<quote>
0x80246FFF WU_E_DM_UNEXPECTED There was a download manager error not covered by another WU_E_DM_* error code.
</quote>
Fortunately I know enough by know to change the search from 0x80246013 to 0x80246FFF.
See above in this page for my suggestion about your other code which by itself is evidently more useless than I had imagined.

2015-10-21T01:57:59+00:00 Try looking in the ReportingEvents.log for what it says about that time. In the case of DISM you already know that CBS.log is where you can find more details (since it tells you that.)

2015-10-20T21:59:24+00:00 There is no error code. Just a message, "Failed to install on 10/20/2015" I have tried to install just one update. No change. I've cleared the Download files in case there was a corrupt download (SoftwareDistribution/Downloads) I tried DISM\ online
scanhealth which said things could be restored and restorehealth which failed.
