Now this is getting silly. I click on the link, it gives you several links to download the right package, I clicked on x64 Windows 8.1 and it takes me to a MSFT page that says "the page you requested cannot be found." Ha! Ha! Good trick! You almost had me believing there was a fix.
Something wrong with your system then. When I click the link to x64, it takes me here: http://www.microsoft.com/en-us/download/details.aspx?id=43277
This may be why updates aren't working for you. What I suggest you do first of all it the following.
- Right click the Start button and go to Command Prompt (Admin).
- Copy/paste: netsh winsock reset and hit Enter,
- Reboot.
- Go to Windows Update in Control Panel and click "Check for updates".
You may well find it works without the need to download KB2969339.
