received a message that my computer did not recognize these commands Looks like you were not in an Administrator Command Prompt then. E.g. on Surface RT there may be no environment variables and so you have to code everything explicitly. Here you were given explicit .exe so lack of PathExt would not matter and normally starting an Administrator Command Prompt puts you at %windir%\System32\ so a lack of Path also should not matter.

I followed these instructions and received a message that my computer did not recognize these commands

done the Update trouble shooter and it says that it found and fixed the problem but it still does not work That's common.
