'BITS' Not Listed Under 'Services' in Win XP

Xircal, fantastic, thank you so much for your help. I have now managed to resolve the issue. Your help is greatly appreciated.

Unfortunately I only have the qmgr.dll under C:\WINDOWS\system32.

Both, C:\WINDOWS*ServicePackFiles\i386* and C:\WINDOWS\system32**bits**folders do not exist

Hi Ath3rs,

I assume you have a laptop with XP preinstalled and you don't have a Windows installation CD.

If that's the case, please try the following.

Open Windows Explorer, go to C:\WINDOWS\system32, then right click qmgr.dll and choose Copy from the menu.

Next, open C:\WINDOWS\system32\bits and choose Paste to add that file to the bits folder.

Next, follow the rest of the procedure to register the files.

Go to Start, Run and copy/paste: regsvr32 qmgr.dll and click OK

Do the same with this file: regsvr32 qmgrprxy.dll

Reboot the system and then copy/paste this command into the Run field:

%windir%\System32\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\inf\qmgr.inf

If you're prompted to insert the Windows installation CD, ignore that and in the dialog box at the bottom, change the path to C:\WINDOWS\system32

Restart the PC again and then go to Services and see if either Background Intelligent Transfer Service or BITS has appeared in the list.

If it has, double click it and then on the General tab, click the Startbutton to try and start the service manually. This is just a test to ensure that it's working correctly.

If you get Error 2: cannot find the file specified, go to Start, then Run again and copy/paste the following command and then click OK:

Reg add HKLM\SYSTEM\CurrentControlSet\Services\BITS\Parameters /v ServiceDll /t REG_EXPAND_SZ /d %windir%\System32\qmgr.dll

Reboot again and then try once more to start BITS. It should work properly now, but in the unlikely event that it fails again, run the following command and then hit Enter:

Reg add HKLM\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup

Reboot once more and then do the following.

Go to this link and install the  IE8 cumulative November update:

Finally, go to the Windows Update site and you should be able to download normally.

I am running Win XP Prof with SP3.

Windows Update started to download at 2am on Tues Nov 12 but froze midway through.

After rebooting and checking Windows Update and Microsoft Security Essentials, both programs were unable to download and install updates.

After running the Windows Update Fix-It Tool, it stated that the 'Service Registration is Missing or Corrupt.'

In the 'Services' list, Windows Update is listed and turned 'on' but the 'Background Intelligent Transfer Service' (BITS) is listed as '@%SystemRoot%\System32\qmgr.dll,-1000.'

I read that 'BITS' needs to be re-registered by typing the following command line in order to solve this issue but it only works for 32 bit Home Premium Vista not for XP:

sc create BITS binpath= "c:\windows\system32\svchost.exe -k netsvcs" start= delayed-auto then go to services.msn, right-click on 'BITS' and press Start.

The updates that cannot be installed are KB2900986, KB2888505, KB2862152, KB2868626, KB2876331, and KB890830.

In case the XP installation CD is necessary, I do not have it since XP came pre-installed when I purchased the computer.

Can anyone assist me?

Please do the following.

Open the Windows Search tool, copy/paste the following and then click Search: qmgr.dll

Search should show that file in the following locations:

C:\WINDOWS\system32

C:\WINDOWS\ServicePackFiles\i386

C:\WINDOWS\system32\bits

Provided they're all present (there may be others too), do the following to register the service.
