8.1 install error 0xC1900101-0x40019 and 0x80070652

Maybe the procedure I describe works for new computers and maybe just for single boot.

I've been reading that by March or April Microsoft will release 8.1.1 or 8.2 (something like that) with just a few differences from 8.1. Probably they will fix this problem then, IF 8.1.1 (or whatever) will not require 8.1 installed.

I'm using 8.1 now and I can tell you if you use desktop applications there is no real differences, if any. Better wait.

I'm lucky the computer even came back to life. I have an Intel HD Graphics 4000 video card, so the review from ADRStudio replied on February 15, 2014 on page 18

could address this problem but I'm not so sure. I can't find the Win 8.1 drivers at HP for my machine, they only offer Windows 7 or 8.

and on my dual boot laptop with Win 7, this may be a fatal error when trying to install Win 8.1 because 8.1 adds another System partition and kills off the one I had been using.

Considering the overwhelming severity of this problem and how widespread & long-going it is, I'm gonna stick to Win 8.0 for now.

This method will only work if the driver do not come back. Is very important to uninstall Intel Graphic Drive under Programs and Feature ( NOT Device Manager) before uninstall and delete the Intel 4000 driver on Device Manager.

On the post above the user report that he didn't reboot to do the update.

Before trying this method make sure you know how to boot in SAFE MODE because it happens to me that Windows 8.1 brought back the bad driver after a few minutes, after I logged in and my screen when black with Windows 8.1 installed. I booted in safe mode and installed the 8.1 driver. If you don't have the right driver ( version 10.18.10.3304 for  Intel 4000 ) ready to instal in safe mode you will have a problem and may have to make fresh install of Windows 8. So make sure you know how to enter in safe mode and have the driver ready to install ( I saved it on the desktop to have a fast access ).

I didn't uninstall anything before update and I update with a already download win 8.1 (mean folder BT something), my Norton 360 was running, I had a USB mouse connected and I had a 128 GB 3rd part mSATA cache+data volume installed during the successful update. This prove that the video driver was the problem.

Two days from the update and no problem at all.

I tried this method, with some trepidation. Nothing bad happened, but for me it was a waste of 2 hours. It seems as though the driver was somehow reinstalled during the update process, before the reboot. All of this once again brings home the point that the general area of the problem is well known but for unknown reasons the vendors involved (in this case, HP, Intel, and Microsoft), are not working together to develop a solution. HP has gone so far as to pay to have my laptop shipped back to them for reloading, but all for naught. A maddening situation. I reserve most of my disgust for Microsoft for releasing this terrible operating system. I hate it! PLEASE, PLEASE let me "downgrade" to Windows 7!

Uninstalling the third party anti-virus did not work for me.  I have tried doing so twice as well as simply disabling the software.  Neither worked.
