I tried to install 8.1, and after downloading and appearing to install, my PC hang for about 2 hours. I reboooted and recieved a message that 8.1 could not be installed, and reverting to 8.0. Error message 0xC1900101-0x40019
This morning I again tried to install from the Store, and immediately got a message This app was not installed. Error message 0x80070652
Any idea as to how to install 8.1?

same here on a dell Lat 10

I got to the "Licencing terms" page and the computer refuses to accept any keyboard or mouse inputs. Tried various USB devices but still no response, if I forced a power off but on reboot the computer restores the previous OS and reports the 0xC1900101-0x40019 code.
Workaround:
On a second attempt, at the "Licensing terms" screen I was able to access the computer from another, via team viewer. I was able to accept the Licencing terms and complete the installation.
Update:
After the installation completed I still couldn't get my USB devices to work (although the PS2 ports were OK). I tracked down the issue to some software I had installed from http://www.fabulatech.com that allows USB over Ethernet. As soon as I uninstalled all ran smoothly. This is a great bit of software, it just doesn't play nicely with 8.1 upgrades yet.

You absolute beauty! I Just did everything you said, (i didn't have an external HD connected but I did disconnect my Dell monitor's USB 3.0 hub and it worked!
I also downloaded the beta drivers for my AMD graphics card, and updated windows media player and photo viewer.
Thank you to StandbyMOHO for solving my issue. It was my 4th try
P>S I have a custom desktop with an SSD boot drive if that helps...
