Processor maximum speed locked at 0.76 GHz

EDIT: The problem seems to have been fully resolved by doing a clean install of Windows 10.

Hello,

I use an AMD A6 processor on my Lenovo IdeaPad Flex 15D. Recently, my PC has been slow, and checking the Task Manager shows that the processor speed is only 0.76-0.78 GHz, while my processor's maximum speed is 2.00 GHz. The Resource Monitor says that my maximum frequency is 38-39% (0.76-0.78 GHz). This happens even when I'm in High Performance mode, and I've checked to make sure that the minimum and maximum speeds (in the power options) are set to 100%. I've also set the ATI Powerplay settings to Maximize Performance. The speed does not increase even when I'm running many programs at once.

Any help would be very appreciated.

I've noticed something interesting... The CPU speed in the Task Manager always seems to hang around 0.7-0.78 GHz, even when I'm not doing anything else on my laptop. Perhaps there's something that is not only preventing it from going above 0.78 GHz, but preventing it from going below 0.7 GHz. I have no idea why this is happening.

Hi,

You need to check with Lenovo Support, their on-line documentation and drivers, and

ask in their forums about any known issues.

    Since I don't have a Lenovo much less your model you are going to need to work with

    Lenovo Support. Though the ones you have spoken to so far were less than helpful.

    Call back and ask to speak to a supervisor. It is there issue.

    If you can post a Screen Shot of what you are seeing in Resource Monitor.

    Thanks for replying again.

    Here's a screenshot of the Performance Monitor when my laptop is in High Performance mode.

    To confirm, I've tested this with other computers, and when those computers are in High Performance mode, the Maximum Frequency always displays around 100%, sometimes going even higher.

    On the right side see the CPU 2 Parked - does it also show that for CPU 3?

    Check these utilities : (Note I have NOT used any of these so use at your own risk)

    Be sure to note your present settings before ANY change.

    Probably set by Lenovo so you may need to talk to higher support. Check in the Lenovo

    forums to see what others with same/similar models have set.

    Have you installed ANY type or battery control, system optimization, or CPU clocking utility?

    If so that could be the cause of the issue.

    I hadn't noticed that before, and after checking again, I only see that message show up for a few seconds every so often. Sometimes it says CPU 3 is parked also.

    As for battery control, etc... There's the default Lenovo Power Management, which also allows you to set power modes, but they directly correspond to the Windows power modes. I had Razer Game Booster for a while, but after I realized it wasn't helping, I uninstalled it. I have AMD Gaming Evolved, which is similar to Steam only it lets you set graphics specifications for your games before launching them.

    After encountering the problems, I installed MSI Afterburner, but it can't set a higher CPU speed than 0.78 GHz. I also got AMD Overdrive to try to solve the problems, but it says that my processor doesn't support it (which is what I was told by the second Lenovo tech that I spoke to).
