Processor maximum speed locked at 0.76 GHz

EDIT: The problem seems to have been fully resolved by doing a clean install of Windows 10.

Hello,

I use an AMD A6 processor on my Lenovo IdeaPad Flex 15D. Recently, my PC has been slow, and checking the Task Manager shows that the processor speed is only 0.76-0.78 GHz, while my processor's maximum speed is 2.00 GHz. The Resource Monitor says that my maximum frequency is 38-39% (0.76-0.78 GHz). This happens even when I'm in High Performance mode, and I've checked to make sure that the minimum and maximum speeds (in the power options) are set to 100%. I've also set the ATI Powerplay settings to Maximize Performance. The speed does not increase even when I'm running many programs at once.

Any help would be very appreciated.

I've noticed something interesting... The CPU speed in the Task Manager always seems to hang around 0.7-0.78 GHz, even when I'm not doing anything else on my laptop. Perhaps there's something that is not only preventing it from going above 0.78 GHz, but preventing it from going below 0.7 GHz. I have no idea why this is happening.

You need to check with Lenovo Support, their on-line documentation and drivers, and

ask in their forums about any known issues.

    I have a Windows 10 Samsung laptop. Bought it with windows 8 upgraded to 8.1, formatted, back to windows 8, updated to 8.1 then to 10. ran really well for 3 months. Suddenly the processor speed stays from 0.76ghz-0.78ghz. Ran the power troubleshooter, made no difference. I cannot reinstall as for I have no disk or valid product key. The product key on the bottom of my laptop is for windows 8. All drivers are up-to-date and all updates are installed.

    System specs:

    Manufacturer: Samsung Electronics

    Windows Edition: Windows 10 home

    Processor: Intel Core i3-2328M CPU @2.20 Ghz

    RAM: 8gb (7.71gb usable)

    Computer name ****

    I have Lenovo Y570 with the same problem. Ive been searching on Internet about this problems and it seems to be happening with a lot of laptops since Windows 8.1. Ive tried the regedit solution, but I couldn`t find the registry in Windows 10. If anyone has more ideas, I would be appreciated.

    Thank you very much for sharing.

    I also can't believe it but it also helped for DELL latitude e7440 with windows 10 which was also locked at 0.78 percent in performance tab of task mananager.
