Processor maximum speed locked at 0.76 GHz

EDIT: The problem seems to have been fully resolved by doing a clean install of Windows 10.

Hello,

I use an AMD A6 processor on my Lenovo IdeaPad Flex 15D. Recently, my PC has been slow, and checking the Task Manager shows that the processor speed is only 0.76-0.78 GHz, while my processor's maximum speed is 2.00 GHz. The Resource Monitor says that my maximum frequency is 38-39% (0.76-0.78 GHz). This happens even when I'm in High Performance mode, and I've checked to make sure that the minimum and maximum speeds (in the power options) are set to 100%. I've also set the ATI Powerplay settings to Maximize Performance. The speed does not increase even when I'm running many programs at once.

Any help would be very appreciated.

I've noticed something interesting... The CPU speed in the Task Manager always seems to hang around 0.7-0.78 GHz, even when I'm not doing anything else on my laptop. Perhaps there's something that is not only preventing it from going above 0.78 GHz, but preventing it from going below 0.7 GHz. I have no idea why this is happening.

    I used to get this in Windows 7 sometimes. I'd check if you have any pending updates, or any antivirus scans running(Windows Defender, Norton, etc.). You could also check the Task Manager (right-click the taskbar and select it from the list) to see if any strange apps are running. If you don't have any pending updates or running scans, it should be fine to force the shutdown - when it happens again, click the button that says "Shut down anyway."

    Let me know how the reinstall goes and if it fixes your problem. After I did a clean install of Windows 10 on my laptop, I have never noticed this issue again.

    Just checked it out now. Thanks. I also have a problem where when I shut down, It says an app is preventing shutdown, but the app has no name. The name box is blank. It doesn't seem to affect anything, it's just annoying. Any ideas at to what this might be?

    Hi AlexDragu,

    Activation in Windows 10 works a little differently. If you have installed the big November update, you should be able to use your Windows 8 product key to activate Windows, if necessary - but you probably won't even need to do that, as your system should have a digital entitlement, which allows you to reinstall without having to re-enter a product key.
