EDIT: The problem seems to have been fully resolved by doing a clean install of Windows 10.

I use an AMD A6 processor on my Lenovo IdeaPad Flex 15D. Recently, my PC has been slow, and checking the Task Manager shows that the processor speed is only 0.76-0.78 GHz, while my processor's maximum speed is 2.00 GHz. The Resource Monitor says that my maximum frequency is 38-39% (0.76-0.78 GHz). This happens even when I'm in High Performance mode, and I've checked to make sure that the minimum and maximum speeds (in the power options) are set to 100%. I've also set the ATI Powerplay settings to Maximize Performance. The speed does not increase even when I'm running many programs at once.
Any help would be very appreciated.
I've noticed something interesting... The CPU speed in the Task Manager always seems to hang around 0.7-0.78 GHz, even when I'm not doing anything else on my laptop. Perhaps there's something that is not only preventing it from going above 0.78 GHz, but preventing it from going below 0.7 GHz. I have no idea why this is happening.

Sony does not provide drivers for any of its laptops, you can only get them through "Sony Update", which decides what to download and what not depending on your laptop and OS.
Also, Sony does not support updating to W10 from machines that were sold with W7, only those that came with W8 or W8.1 get such benefits. I bought mine in the few months preceding the W8 launch, benefiting from the 15USD offer to get W8 once it was launched. Now it doesn't seem such a great deal :(
hold down the power button, wait a bit then turn it on again. This worked for me.

It sounds like your laptop was running normally on 8.1 -- is this correct? Also, if you haven't already, you should check for the latest drivers from Sony. Find the official support/drivers page for your specific laptop, and install any graphics or processor related drivers. If you are unable to find drivers specific to your laptop, you can instead try installing drivers directly from Intel.
Have the same problem on a Sony Vaio Laptop, Sandy Bridge i5-2450M with AMD switchable graphics.

Basically, nothing is working, and my PC is locked at 0.78GHz, making it totally useless.
I was actually ready to give up on my AMD graphics (which I knew was never going to work in W10), but ... having the CPU locked to less than 1GHz is a no go ...
Since no-one seems to have solved this issue, I guess that I'll need to go back to W8.1 and forget about W10 for a while... Pretty sad indeed, but may well be one of the reasons why Sony had to give up on their PC business. They did build and design great products, but always offered the worst possible service, trying as hard as they could to lock you down into buying new ones.
