Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    Hmmmm not sure about that one as mine does show the owner as "trustedinstaller".  

    Weird thing I've noticed also is that the live tile for the Windows store is working (it shows things like "red stripe deals") but when I click on it it refuses to stay open, green screen then minimizing to the task bar.  I think I've basically tried everything there is to try and I feel that the more I mess about with my laptop, the more damage is probably being caused. 

    I've also noticed that the "PurgeCaches" message has changed slightly it now says on second line "the application didn't start" really!!!!?

    Should we term the new message to be progress I wonder?

    I just checked on my own machine and this is what permissions for SYSTEM should look like. Oh, and the blank space in the menu is where my log on username normally appears.

    To get the Permissions for Packages menu, right click "Packages" in the "Repository menu on the left and go to "Permissions".

    I'd like to hope it's progress hahaha.

    OK mine doesn't show a tick in 'special permissions' (it's greyed out) I also have another group called "Everyone" which has 'full access' and 'read' ticked (think that might have been created by Microsoft engineer when he played around with my laptop) not sure if I like it being there but not sure if I should remove it.

    But in that article I linked to, they say to click the Advanced button and then click the "Change" link, so I went back and had a look at that, My "SYSTEM" already has full control, but you'd have to click that link I've arrowed at the top to checkmark the "Special Permissions" I guess.

    Interestingly though, the button at the bottom is called "Disable Inheritance", so I think you should click the one on your own machine to "Enable Inheritance".

    I tried doing that (made it look a little more like yours) but clicking "enable inheritance" just seemed to double up on all the permission entries.  I left the "everyone" permission entry but changed it to "read" as I didn't like the idea of it having full control.

    Didn't make a difference unfortunately.

    I just want to check there are mentions about ensuring the screen resolution is higher than 1024 x 768 mine is 1366 x 768 which is the recommended.  I presume that is higher than the recommended.
