Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    This is what I get when I click advanced.  As you can see, no change permissions.

    nadia,

    Yes, I see the problem.

    Do the following please.

    1. Hit Windows key + R to open the Run command and then copy/paste the following and hit Enter: netplwiz
    2. In the menu which opens, double click the user (which should be you) and then in the next menu, click the "Group Membership" tab.
    3. Click the round white circle in the middle menu to add a black dot to it and then click Apply/OK.

    This will add you to the Administrators group.

    Now go back to the menu where you can't  see the Change Permissions button and hopefully it'll  be there.

    If it isn't, try rebooting and then check again.

    If the Change Permissions button is there, you could just try running WSReset.exe again first because it might just have been a permissions issue which was causing the problem.

    I've added myself to the administrators group (there were these accounts) I changed the middle one to administrator.  However, still got the same as before when I got to step 6.  Rebooted and still the same, just looked again and it had reverted back to homeuser.  Tried WSReset.exe, still got "PurgeCaches" message.  Changed it back to administrator (not sure if it will revert back again on restart).  WSReset.exe again got "PurgeCaches" message.

    You have a button on your first screenshot called "Enable Inheritance". You have to click that in order to get the "Change Permissions" button to appear. But read the tutorial first.
